How is Sebastopol governed?

The City of Sebastopol is governed with a “Council-Manager” system that combines the policy leadership of elected officials in the form of a city council with the managerial expertise of an appointed city manager.

City council oversees the general administration, makes policy, sets budget
Council appoints a professional city manager to carry out day-to-day administrative operations
The mayor is chosen from among the council on a rotating basis
